Sorry...I had asked my instructor from Oracle about this in the Forms Design and Generation class - there just isn't a way to do it right now. Your best bet is to lay it out the way you want it in Developer, SAVE the module and then regenerate using the 'Preserve Layout' feature in Generator Options. I've done this with really good results - the re-engineering option which preserves layout works pretty smoothly now in Designer.
