csv + oracle-db

Hi,
using an oracle db, I need a wide range of functions in c or c++ operating and calculating with files in the .csv-format. Where can I find some or a complete bundle of them?
btw. I donīt want to use excel or something like this, but would like to have some parts of its functionality. Any ideas?
