Graphic Builder Connection

I have a problem connecting to Graphic Builder. I receive 2 error messages:

1.      error       PDE-PUP004 Unable to connect 

                  to the specified database (ORA-017) 

2.     Graphic Builder                      OG- 00066:   Database connection
                    registration in PL/SQL failed.   I have no problems

connecting to any of the other components of  Dev2K. (Report, Query, Procedure and Schema Builders).   Any idea?
