List Box Extra Blank Row

Forms 5.0 on NT.
List boxes always have an extra blank row.
I searched this newsgroup and found an answer: set the required property of the list box to yes. The only problem with this solution is that it does not work. Also ctrl+< which suppose to delete a row (blank or not) does not work. Any idea?
