Hello,
still have/had the same problem on my HP's 755 and 735 running HP-UX 10.20.
In my environment, this was caused by HP-UX patch PHSS_14040 (Dev2K 1.3.2).
In the meantime I installed superseding HP-UX Motif Patches PHSS_15008 and PHSS_16120,
but could not fix. Both Upgrade to DEV2K Version 1.6.1 and using statically linked
libraries instead of default dynamically linked libs did not fix the problem yet.

Oracle-Support war aware of these facts for some months (PMS 484275), but I accepted to close
the call and upgraded to HP-UX 11.0 last month (including new hardware, as HP will definitedly
not release a supported Version of HP-UX 11.0 on 755 and 735 boxes - the first fact).

I have just finished installation of Oracle Server 8.0.5 and hope I can fix my problems with
DEV2K Version 2.1 (DEV2K requieres HP-UX 11.0 and will definitedly not be released
for HP-UX 10.20 - the second fact :-( ).

BTW: Motif-related HP-Patches caused a problem with Netscape 4 too, bookmark Items appeared
overlapped. This problem is fixed with HP-UX 11.0, so I hope DEV2K problem can be fixed too.
I am giong to install DEV2K next weeks. If you interesed in these results, please let me know.

If you installed PHSS_14040 or later on your system too, perhaps it could help you upgrading to the lastest Motif Runtime, X11 and CDE patches, maybe HP has fixed this problem.

Sorry for no direct solution
