NLS_DATE_FORMAT under Developer/2000

How can we set the NLS_DATE_FORMAT to ‘FXYYYY-DD-MM’ under Developer/2000? We have already updated the default value in the init.ora file. I have also modified the value in the Windows 95 registry. SQL*Plus displays date values in the expected format (‘FXYYYY-MM-DD’). But Oracle Forms still default to ‘DD-MON-YY’. Is there any thing else I have to do so that the default format is ‘FXYYYY-DD-MM’?
