Personal Oracle versus Discoverer

I have installed Personal Oracle 8.0 on my PC. I can connect to SQL with a defualt username/password. There is no connectstring required.
However, if I want to connect to Discover(for example) I receive the message: no interface driver connected
How should I resolve this?
