The Data Browser that you are speaking of does reside in the Developer/2000 pacakge.
However, you may also want to take a look at Oracle's Discoverer product which I believe was intended as a replacement to the old Data Browser product.
I have not worked with Developer/2000 but it looks as if Oracle put the old Data Browser in the suite just as an aid to create Forms, Reports & Graphs in Developer.
If you are looking for a query tool which was what Data Browser orginally was intended as, you should look at the new Oracle Discoverer product.
