Developer 2000 up to release 2.1 still uses the sqlnet2 connection. Install the sqlnet2.1 client (on the developer cd) and configure the bequeth connection (beq-local). Eventually configure the local parameter in the oracle part of the registry to beq-local.

afterwards you will be able to connect using beq-local connection or no name (in case of local name in registry)
