We too have been looking for a good PL/SQL debugger. We looked at Xpediter/sql by Compuware, Sqlstation by Platinum, and Sqlprogrammer by sfi. For just debugging we found Sqlstation by Platinum to be the best tool for us because of functionality and ease of use.
