You can search for tnsnames.ora in your file system, open it and copy a name tcp-loopback to some other name (Say Local) with all standard parameter like host name /Ip address (Let all this this be default) the service name (Protocol) need to be tcpip. (Alternatively net8 easy config can be used to create tnsname). After this seach for lsnrctl executable in oracle_home/bin (Say c:\orawin95/NT\bin) , type start once you get the prompt. Now you are all set to use connect string Local.
