Update / Insert question

I'm trying to write a PL/SQL trigger for a post-parameter form on a report3.0 report that goes out and reads a table and populates another table based on the key of the first one. I want to insert if the row doesn't exist and update if it does exist. How is the proper way to do this?

In other words, how is the correct way to insert only if the row doesn't exist, otherwise to update the table?
