Why Report 2.5 isn't multiuser?

I have a big problem on my Windows NT4 server and Report 2.5 on the web.

  I developed an application with Developer 2000/1.5 and I deployed the forms on an intranet. The clients connect to the server with Internet Explorer 3.02 (patched with the newest JVM).

  When three clients try to run a report (with the command 'RunProduct') the report server works fine, but when more than three clients (e.g. 4) try to run a report then report server on NT isn't able to manage one of the four request and weird things happen (the client waits for 10-30 mins. and so on).

This problem makes my application nearly unuseful!

  I can't upgrade to the Developer 1.6 because the upgrade generates a lot of other problems on my application (the java version in Dev 1.6 is newer then that in IE 3.02 patched - Microsoft hasn't the upgrade yet!).

Does anyone know a solution?
