If the database is that small, definitely go with the enterprise version if you can spare the money. With as few records as you're talking about, that thing could run forever with no problems. Just make sure you secure it enough so none of the users could screw it up. You'd still have to go occasionally, but it wouldn't require a trip per month.

Also, you should set up a dial-up connection to that server, so you could administer it remotely. It might be kind of slow, depending on the connection, but you'd be able to do simple tasks like start the listener if it went down or administer privileges and roles.

Oracle can handle alot more records than what you mentioned without any need for administration. Just be sure to occasionally adjust the parameter settings in the init.ora file whenever performance starts to slip (which will be rare if your transaction load is that low). Hope this helps.
