Problem with OCX in Forms 4.5

Hi All!
I want to use OCX control in my Forms 4.5 application by using OLE item. When I have the OLE container on my form I click the right mouse button on it and choose 'Insert object...', but option 'Create Control' in 'Insert Object' dialog remain inaccessible. When I do that in Forms 5.0 on my computer this option is accessible. When I do that in Forms 4.5 on other computer this option is accessible too.
How can I solve that problem?
