Personal Oracle Express

I want to develop a frontal to access Personal Oracle Express 5 I'm still exploring the following three solutions:

    Express Objects
    Excel 5.0
    Visual Basic 5.0
The cons for the first solution is the need for a runtime licence. For the second solution, there is an add-in but it's very poor documentated by Oracle
For the last solution, there is not any documentation for the SNAPI interface
and the sample for CCXAPI doesn't run for VB 5
