how to restrict odbc access

We have an application package written in Forms 45 which implements security at both the database and application level. As a result users have default access to the database through ODBC query (/update) tools as well as sql/plus etc.

We can't easily change the package but is there some way at the database or sql/net level of preventing or at least restricting ODBC (or other uncontrolled) access? If we have to change the package would it be enough to, say, embed a password in the logon form which enables the connect role?
