Peter,
Provided you have SQL*Net 2.3.x or greater installed on your client machine, it should be as simple as placing the appropriate TNSNAMES.ORA and/or SQLNET.ORA files in your Oracle Home directory. (You may have SQL*Net v2.3.x and Net8 installed at the same time on either the Windows95 or Windows NT OSs.)
For example, if you are doing development and have a standard installation of Developer/2000 for Windows, Windows95 or Windows NT, place a known working copy of the above mentioned files in the %oracle_home%\network\admin directory. That should do it.
