The problem is that an applet is trying to write to your clipboard, which an applet is not allowed to do.

The converted form (running via the Forms Listener) is still an applet.

Not sure what your intended audience is, but you can get the Java plug-in, put it on the browsers using the applet, and then set security via the plug-in. Not a great solution, but Microsoft and Netscape have really dropped the ball on Java support. Sure, it's there, but it's so patchy that it's a real headache to do anything non-trivial.
