Randy,
To use web forms with IE, I believe you need IE 4.0 or above. 4.0 includes the JAVA components that Oracle Form needs. When running on Netscape, you need to download a patch that adds the necessary JAVA components. Also make sure you have installed the JDK 1.1 applet viewer on your client.
