I don't know exactly what causes it. I believe there can be program problems even though the app compiled just fine.
Once you get that message, your java catridge is hosed. You will not be able to display anything ...working OR not working!
You will have to: owsctl stop "listener name"
owsctl stop wrb
owsctl start wrb
owsctl start "listener name"
