Problem with Designer 2000

[Quoted] I have Designer 2000 for windows NT. When I start Designer 2000 it asks me for username/passwd, after this it asks me for application system. Currently i have no applications in it. So I clicked cancel button and Desginer 2000 main window is loaded.
Through the admin Utility I invoked RAU and in RAU there is repository management and in that there is a icon for Install. So i installed the repository and it took around about 30-40 minutes. Now I went to RON to create a new application system, but when I try to save the application it gives a following errors

RME : 00223 Failed to open new Activity
RME : 00222
RME : 00011

Can somebody guide me on how to create a repository and get started in Designer 2000.
