There is a lot you can do with developer/2000 when then is a lot of data that needs to be transferred back and forth. Developer/2000 supports arrays for fetches natively. There are even ways to do array inserts, updates and deletes with few network request. Try doing that with VB. Now that Dev/2000 R2.0 has pl/sql 2.0, you can even pass data types based on pl/sql table of records to and from the server.
