Popular Oracle tool sheds BDE -- now uses direct OCI

If you previously tried TOAD (Tool for Oracle Application Developers) or if you haven't tried TOAD because it originally required the BDE, try it again.

TOAD has shed the BDE and uses direct OCI calls: no additional database engine is required. Not only does this eliminate the huge overhead of the BDE but adds a 5-10x performance boost.

This release also adds many new features.
