Unsigned applets

I cannot load the Forms 4.5 java forms into Internet Explorer without setting the security to low in the browser properties because the Oracle Web Server is sending "unsigned java applets." First of all, what does this mean, and secondly is there a method to have Oracle "sign" these applets before sending them? I am assuming that this is similar to the way that Lotus Notes lets you sign your email before sending it to authenticate the sender.
