Hi

You need to install a minimum of Forms Runtime from your Designer/2000 CD.

Check under Developer/2000 - Forms 4.5.x.x.x on the Products Available window in installer. If you only want runtime then double click to show the next level and you'll find

   Forms - Runtime 4.5.x.x.x
