Controlling Batch Jobs with Oracle 7.3

The basic requirements of such a package would be the ability to queue batch jobs for both immediate and delayed execution, the ability to return error status and the ability to be called from a front-end tool such as Forms 4.5 (as in the case of report execution).

Building a custom system is an option. Any ideas on the best place to give us a head start in building one (preferably using PL/SQL and/or Pro*C) ?
