OpenLink Software provides a High-Performance ODBC Driver for Oracle that out performs both, simply visit http://www.openlinksw.com you have a choice of OpenLink Lite (this requires SQL*Net) and OpenLink Multi Tier (WorkGroup or Enterprise which do not require SQL*Net).

Both Driver formats support Driver Based Scrollable Cursors as well (the only one that does to date).
