win95 versions of developer2000

I just installed developer 2000 for win 95 last week, and all is fine and dandy with the exception of one thing. Each time I connect, be it reports, forms, etc, it launches the windows dial-up-networking tool. If I just hit cancel, it continues, and everything works fine. It's just annoying. Is there some setup I can tweak to make it stop doing this?
