Forms 4.5 freezing when using PO 7.2

I've got a problem when I run Forms 4.5.7.1.2 on Win95 with Personal Oracle 7.2. I open a form with the command OPEN_FORM('form_name',ACTIVATE, SESSION) from the main menu and immediately close the same form.About the 10th time I open and close the form, Forms freezes and I am forced to close it with Ctrl+Alt+Delete. After killing the first forms session, I try to restart and get FRM-9111: Internal Error: windows system startup failure.

Oracle support has suggested that there might be a resource limitation since this Forms version is 16 bit. I've tried a few things and I'm stumped. Has anyone else run across this? The PC has 64 megs of memory and  Personal Oracle has MAX_OPEN_CURSORS set to 500.

Any suggestions would be greatly appreciated.
