Hello.
This is one of the problems that you'll run into when trying to use that version on nt 4.0. Developer 2000 v1.3 was not built to run on nt 4.0. It was built to run on Windows 95 and nt 3.51. The first version of developer 2000 designed to run on nt 4.0 is developer 2000 v1.3.2. Good luck.
