Oracle Install Tool

I am supporting an application that due to inadequate front-end analysis needs fairly regular changes to the database schema without affecting the data within the tables. There are several sites worldwide for the application and the expertise in Oracle at each site varies. The staff at some of these sites can be given sql scripts and are perfectly able to make the changes however some sites I would not think of doing that. What I would like to know is if there is some tool that will help me automate the process of installation and update of a database schema.

I almost forgot. The database server is installed on an HP-UNIX machine and the application runs on a windows 3.11 client.
