css initialisation wait event

Oracle Database 12c Enterprise Edition Release 12.1.0.1.0 - 64bit Production
We have recently upgraded to oracle 12c enterprise on windows 2012 server & have noticed this wait event taking up to 20% of all wait time.
Please could anyone advise what this is & or if what we are experiencing is normal & options for reducing
