No. You have to pay for it _and_ register for it. Some places can't or won't understand the usefulness of it, so you get situations like a temp installs it,
then no one ever registers for it, or one DBA registers it, then no one allows anyone else to register, but some poor developer has to actually do stuff, or a third
party says they paid for your support but took the money and ran, etc.

There are a whole set of issues that come up when actually using it, too. CSI numbers that change yearly is always great fun, as is dealing with multiple CSI's.
Now of course there's a whole set of new bugs with the myoracle flashy crap.
