Really Oracle RAC provides a VIP for every node in the cluster, there is no a cluster VIP.
here http://download.oracle.com/docs/cd/B19306_01/rac.102/b14197/crschp.htm#sthref733 you can see how to implement other VIPs
For the other i can't say you anymore.
