Don't know much about it, but kinda sounds like you need to do step 5 in http://download.oracle.com/docs/cd/B19306_01/network.102/b14268/asowalet.htm#i1011255 http://download.oracle.com/docs/cd/B19306_01/network.102/b14268/asowalet.htm#i1006873
Or maybe you just messed up the file permissions.
