That is NOT what you said you wanted to do. You specifically wrote:

"you wanted to add a standby to a cluster."

A correct description of what you are trying to do, it appears, would be:

How can I use Data Guard to replicate from my active cluster to a standby-cluster?

If that is correct then please restate your original question in that context and I will try to get you the help you need.
