I would think that this is not an rdbms or server related question so I would have tried the misc or tools boards first. Have you tried to find the back issues of Oracle Magazine online? There was a time a few years back when there were a good number of articles on the Oracle Express offering. Available off of www.oracle.com.

You might also want to see if you can find the product manual online.
