I would recommend Debian. There is a package to install Oracle for you, so it literally takes about 10 minutes and very little effort/knowledge. This may not be 'production grade', so your mileage may vary. However, if you need an environment to use for testing/learning, I don't think you'll find an easier method than under Debian.
