Not sure, if that caused your problem, but you have wrong defined TNS_ADMIN variable. It should be the path to tnsnames.ora, not including the tnsnames.ora itself ( also
TNS_ADMIN=C:\Oracle\instantclient_10_2\network\admin) I tried to set the TNS_ADMIN to the file as you done - in that case service names can't be resolved at all.
