The quality of people in IT has fallen significantly since the beginning of the
outsourcing wave. Good managers and good IT personnel started moving away
from the IT fearing that their jobs would be outsourced to Elbonia. The situation
resulted in the increased concentration of PHB types in IT and, of course, in
the media following IT. That, of course, also contributes to ever increasing contentration
