Desktop Heap encountered an error

When we reboot our INB Servers an error message is displayed on the console connected directly to those servers. The Message is:

WinLogon.exe

The Desktop Heap encountered an error while allocating session memory. There is more information in the System Event Log.

The event log didn't contain any addition or valid.

We have 2 Servers which both get the same error. The Oracle Services on these machines seem to be working fine. The one thing that I know has been done on these servers is that the Oracle Process Monitor service has had the "Allow service to interact with Desktop" option checked in order to move from using IO Desktop heap to Non-IO Desktop Heap. This is based on a number of Oracle Metalink Notes.
