Is what so? Both nodes should not restart ... only one ... which has been my experience with 10.2.0.1 on RedHat AS 4.0 Update 2 using a NetApp 920 NFS mounted NAS.
What interests me is your comment about two iSCSI arrays. Could you be more explicit with respect to how each node is seeing each array and where the OCR and Vote copies are stored and what you are disconnecting.
