XMLDB provides the ability to store and manipulate XML documents.

HTMLDB provides the tools to access the database from a browser. I think of this one as a development environment for power users similar to MS Access.

Check out Oracle's EXpress Edition anad tutorials to get a bit more understanding. (Both available on OTN)
