To upgrade from version 7 to 10 you either upgrade to 9 and then 9 to 10 on the platform 7 is on use exp with 7, imp with 10.

Being that you will going accross platforms your only real choice is to extract the data from the version 7 and load it into the version 10. Exp/Imp is probably the easiest way to do that.

Some of your sites that do not plan to change platforms may not have the resources to run both version 7 and 10 at the same time. Os level patches may also be required to run 10 that were not needed for 7. This could present you with a few more issues to plan for.
