There used to be tools, I don't know if there are any left. I have an old link page full of dead links, maybe some are still active. http://ourworld.compuserve.com/homepages/joel_garry/oracleln.htm commercial links down towards the bottom.

This is a big project, you need to pay for help. It is called "deferred maintenance," all the money they "saved" by not keeping the software current is now coming due. Sounds like you probably need a strategic planner (to decide between a horrible upgrade and a complete rewrite), an experienced development DBA and half-a-dozen programmers. Outsourcing would be even more expensive.
