I thought it was because "Windows Management Instrumentation" was not started. But I can't reproduce. I shut that service down and brought up my Oracle service with no problem. I'm using Oracle9.2 on XP.
Do you see anything in event log and also C:\WINDOWS\system32\wbem\Logs?
