Actually, Oracle licensing - at MRSP (manufacturer's suggest retail price) and standard Terms and Conditions - are _almost_ straight forward. However, as some have pointed out, no-one wants the "list price or standard T's & C's".

The standard price list and T's & C's are available at the Oracle Store (http://oraclestore.oracle.com). The biggest confusion seems to come from the customers' mis-interpretations of 'user' (esp. named-user plus), 'concurrency' (which is generally no longer used) & 'standby'. The Licensing and Pricing section of http://www.oracle.com/corporate attempts to unravel this - poorly IMO.

Second is 'which features & options are in which edition'.

Options can be determined quickly: go to the [right place in the] Oracle Store [eg. database tab] & look whether there is an entry for the capability.

Features for each version and edition are generally listed in the 'New Features' document and the excellent 'Family of Products' white paper that is buried on Technet. (Options are in those docs as well.)
