Please check out the advanced adminstration FAQ at www.dizwell.com. There are complete instructions for building a single PC RAC there.

Well, I don't know HP-UX very well, so I could be wrong. But on Windows and Linux, anyway, the RAC software components are included on the normal EE installation CDs. You may have to supply your own cluster management services layer, which needs to be up and running before the Universal Installer will give you the option of installing the RAC components.

No-one really is, to be frank. For licensing issues you are best to go direct to Oracle and enquire. Theirs is the only definitive answer that counts. But I believe that EE comes with RAC as-is, and no additional software licenses are needed. I am very probably wrong, however, so my first advice still applies.
