Those instructions will be in the Oracle Migration Guide for 8.1.7. You can find a copy on Technet or on the installation media.

You will need a copy of 8.1.7, which you can't (unfortunately) download from Technet anymore. So you'll have to contact Oracle to see if they can ship you some, or find someone else who has a copy of the CDs for your platform.
